Basically, I want to use the Topaz Impression plugin on a movie. I know how to do this by importing 500 frames at a time into photoshop and then using a ton of prerecorded photoshop actions, but is there an easier way? It’s very tedious, and I’d hate to buy cs6 just for that purpose.

You can bring video directly into Photoshop and apply correction there. At least you can with current versions of PS. It sounds like you may be using PS5. Look here for added info

Third-party plug-ins may or may not work on video. Some companies purposely restrict their plug-ins, usually because they want you to buy a version of the same thing for Premiere and/or After Effects.
