The Library is a separate installer for the downloaded version of the Production Studio, so whether you have that version or another version, check for a separate installer.

It’s a 2-part limitation.
The DVD specification, which is application-independent, allows for 1 GB of menu space on a disc. There are ways to exceed that, but you have to fudge the spec to do it, which can result in unplayable burned discs or discs that can’t be replicated from a master.
The available RAM on your system is the other part of the limitation.

We might be getting somewhere.
Did you create the subpicture highlight layer in PSCS? If so, exactly how did you do it? Highlights can’t have styles or drop shadows or anything except a solid color.
Also, is Create Text Subpicture checked or unchecked in each button’s Properties sheet? It probably doesn’t matter which, but it may be useful info if more troubleshooting is needed.

I got your email and nothing seems wrong with the project as displayed in the screen shot.
In PowerDVD, do the highlights work either by hovering the mouse over the buttons or by using the player’s navigation controls? Or do they never work no matter what is used?
How did you get the texture on the text? Is it a style from Encore’s library, or did you use Photoshop or another program to stylize the text?
Did any part of this Encore project ever exist in another Encore project? If so, you should try rebuilding it from scratch in a brand-new project. You may want to try that anyway, just to see if it solves the problem.

Try limiting your burn speed to 8x.
Maxell is OK for blank media but your Verbatim media is better.
If you want to test your project without a video background on your menu, delete the bg video and use an RW disc (no coaster that way) to test again.
Can you link to a screenshot of your Layers panel when the Menu Viewer contains the problem menu? Make sure all of your button layer sets are expanded.

What software/hardware DVD players are you using for testing the disc?
I seem to remember a problem between an early version of Encore and and a correspondingly early version of WinDVD.
What brand of blank media are you using?
What is your burn speed?
Is there an updated firmware version for your burner?
Try creating a disc image in Encore, then using the free program ImgBurn to burn the image to disc.

It’s always good to have a couple of RW discs around (+ or – doesn’t matter) for testing your projects. You can use them over and over again.
Plus R or minus R blank media is cheap, but it’s still not free. 🙂

That is correct.
Use a small section of your timeline in PPro by setting the work area bar to just a few minutes, then encode with the AME using Upper. Import that clip into a new Encore project and burn to an RW disc to see if setting to Upper will fix the issue for you.
Doing the test this way saves time and doesn’t make a coaster.

No can do in Encore directly. Indirectly, you can add an html document as ROM content.
eDVD used to be able to add functionality to your Encore project, but I don’t know if it is still available or if other tools have appeared to take its place.

Try reversing the field order of your video when you export as MPEG2-DVD.
