If you eliminate all chapter end actions is a single timeline, then you will get seamless playback for the timeline.
Is there a natural break at any chapter point in your timeline? If so, you could split your 23-chapter video into 2 timelines, and then use individual chapter playlists for each of the timelines like you did for the big, original timeline.
If you want to use overrides, then each chapter will need to be in its own timeline, and you will need a second copy of the entire program for seamless Play All. You may not have room for all of that on your blank media.
Adobe Encore CS3 has fixed all of these issues, so if you are using Premiere Pro as your NLE, you may want to consider an upgrade.

Any “Menu Remote” button will toggle between the display of a menu and a video clip. If you are viewing a menu, then pressing a Menu button will take you to the last video clip that was played, at the point where playback was interrupted by the first press of the Menu button.
The behavior your client is experiencing is normal and expected with any DVD.
You can disable the menu remote buttons from the Properties tab for a Timeline.
You can explicitly set the target menu from the Properties tab as well. The default is Return to Last Menu.

If you have to have a muxed .mov file from Squeeze, then choose MPEG PCM. That is uncompressed audio that can either be written as uncompressed PCM audio to disc, or transcoded by Encore into 2-channel Dolby Digital when you build the project.
If you can export from Squeeze as elementary streams (.m2v and .wav), then your .wav file can be authored as PCM audio or it can be transcoded as 2-channel Dolby Digital audio.
If you need multichannel audio, then you will need to encode it as Dolby Digital or DTS external to Encore, then import it into Encore where it will be written to disc unaltered. Again, this will require separate elementary streams, not a single muxed .mov file.

That was my thought as well, Joe. But then I questioned whether Encore would even allow that, and I don’t have any HD material to test with.
Will Encore permit SD and HD in the same timeline? I didn’t find any restrictions listed in Help.

Navigate to your Encore project folder, and look in the Sources\Menus folder.
If the “invisible” menu is listed there, delete it.
You should also try cleaning/deleting the cache database from the Edit>Preferences menu.

Do you have any incremented saves of the project, like MyProject01, MyProject02, etc.?
Do you have any disk or data backups of the project from before the time when you made the most recent changes?
About the only thing I can suggest is to:
1. Do a Revert to Original on all of your transcoded assets.
2. Do a Replace Asset operation on all of your assets that were already DVD-compliant when you imported them.
3. Save the project under a new name, and try building again.

That’s the problem. MPEG Layer 2 is not a “legal” audio format for DVD. The DVD spec makes it optional, not mandatory, for any player, hardware or software, to recognize and play back an mpeg audio stream.
Do not put mpeg audio as the only audio track on the DVD, and do not place it in audio track number 1 anywhere on the DVD. I would personally also refrain from using it as background audio for a menu.

Try this:
Symptom:
Transcoding/Importing keeps getting to 99% or so, and reverting back to 75% and continuing Ad Infinitum in a seeming never-ending loop.Problem:
The registry is corrupted.Solution:
1. Close all programs.
2. Run Regedit.
3. Go to HKEY_CURRENT_USER -> Software -> Adobe -> Common.
4. Delete “Media Cache”.
