All I can recommend is that you delete the video asset from your project, then clean the media cache database via Edit>Preferences. You may even have to go into the project’s Sources\Menus folder and delete any .mpg files in that folder that relate to the problem menu.
Then try again.

I wouldn’t touch Nero with a 10-foot pole. My opinion.
You should try creating an image and burning that, or try burning directly from Encore.
But…
Usually replicators rely on DLT or a special kind of DVD-R (that Encore can’t create) as the project source. Do you have a DLT drive?

I’ve found a couple of posts in the ProCoder forum that indicate PC3 does not output a useful h264 file. Example:
If you are looking for PC3 to do HD mpeg4, you’re out of luck. There is an H264 ‘HD output’–however the ‘fine print’ (read, none) is that the output is a file type that you can neither play on your computer, or use for HD optical output (ie Blu-Ray or HD-DVD). Not sure what market the file output is targeted for, but I doubt it will be standard fare for videographers.
Here’s a link to a thread in the ProCoder forum about an unhappy PC3 user, his issues, and what others had to say about. In that thread, the only response from GV was a snippy note about calling the Sales dept. instead of expecting results from posting in the forum.

If Encore can put the layer break between timelines, then it will do so automatically, even if you choose to manually set the layer break.
Could this situation apply in your case?

Not sure I’m clear on this. How did you set your timeline to 16:9? Encore does that automatically based on its interpretation of the asset used in the timeline.
Try deleting your original timeline. Make sure your asset is interpreted correctly, then create a new timeline from it *after* you verify the interpretation.
What happens then?

What brand of blank media? How many on a spindle?
Try the outstanding freeware program ImgBurn. Build your Encore project as an image, then burn it to disk with ImgBurn. If you have multiple burners, you can open multiple instances of ImgBurn and burn multiple copies simultaneously.

Make sure that Encore is interpreting the file correctly (File>Interpret Footage). Not only should your frame size be 1280×720, but the pixel aspect ratio should be square (1.0).
I believe AVC is Sorenson’s named for the H.264 codec.

Open the Flowchart panel and select the Disc icon. The disc properties will be available in the Properties panel.
Set the Title Remote function there.

No. Just link the new menu buttons to the existing timeline chapter points.
Changing from 4:3 to 16:9 won’t affect the disc’s navigation – it’ll work just like the 4:3 version did.
