Be sure to Save As to create a copy of your project and work on the copy. You should also perform a “Revert to Original” operation on the troublesome .avi asset before you do the Replace Asset op.
It may not be relevant, but do you have any Matrox hardware installed on your computer? Canopus?
Are any significant changes to the video/audio content occurring at 3;12;44;00? Does the source video that you used in Premiere use any codecs other than DV? Is it possible that there are other characteristics of the source video in PPro that could be contributing to this?

If you are using Encore version 1.x, make sure that your Premiere Pro project settings *and* your PPro export settings both have “Optimize Stills” unchecked.

Yes.
And the easiest way to do this is to let Encore automatically transcode the file. Automatic transcoding is the default.

I’ve never heard of this before.
Tell us more about your system, your project and your assets.
In addition to all that other info, did you burn the project to disc, create a set of DVD folders or create a disc image? How does the project play on a set-top DVD player? A software DVD player?

I don’t know if the answer is this simple, but a Hi Def source will visibly lose resolution and have degraded video quality when re-sized for Standard Def DVD.
Blu-ray at 1440×1080 has more than four times the resolution of SD DVD at 720×480.
Can this resolution difference account for the “blurriness” that you are seeing?

What version of Encore?
What operating system?
What export settings from what editing program were used?
What file format is the file that was imported into Encore?
What codec is used in the file that was imported into Encore?
How long (in minutes) is the video content that will be used in the DVD?
What are your Encore project settings (DVD, Blu-ray?)

If the button graphics are part of the AE animation (fading up/flying in, etc.), then you need to make sure the button layers in Encore are all hidden by poking out the eyeball for the layers in the Encore Layers panel.
If you are relying on Encore for your button graphics, then you can:
1. Put the transition video into a timeline and then link the end action of the timeline to the menu; or
2. Put the transition and initial menu animation up to the loop point into a menu with no buttons, and then link the end action of that menu to the working menu.
Which method you choose depends on the content of the video clips that are used and the effect that you are trying to create.

Preview quality in the Monitor panel in CS3 is equivalent to the old “High Quality” in version 2.0. This setting shows both fields of interlaced video, so on a progressive monitor like a computer monitor, you will see interlacing artifacts if your Monitor panel zoom level is set to 100%.
Try setting the zoom to “Fit”. The artifacts will go away.

Try this:
Select all of your subtitles in the track. Change the kerning or leading of the font, then Undo.
This should force all of the subtitles to update. Save your project and burn an RW disc to test.
