It’s very possible, but you have to have help from a program like After Effects or Premiere Pro.
If you have AE, you can send a static version of your menu to AE as a comp, then animate it as desired. If you have the full Production Studio or Master Collection, then you can import that AE comp right back into Encore via Dynamic Link.
When you get the animated menu video clip back into Encore, add it to a menu as a video background, and link the new motion menu to the original static menu.

Yes. Drag from the Project panel into the list of items in the Library panel.
You can always edit any menu from the Library once it is added to a project.

Drag-and-drop works. 🙂
Choose the menu template option after you drop the menu in the Library panel. Choosing the standard menu option will only save a single frame of a motion background.

Normally I would test for myself before answering, but I didn’t this time.
If you’d like to try it on your own, you should create the menu in Encore just like you want it to be on the finished disc, then add the completed menu to the Library.

Encore DVD 2.0 may still be available in retail shops as a stand-alone product.
DVD-Lab Pro is also very good.

Encore does not add an Audio_TS folder to the finished DVD. Some players will not accept or play DVD-Video discs without one, even though it is superfluous and not required by the DVD spec.
That could be the basis for their objection, although it is technically irrelevant.
