Check all of the CS3 installation discs. If you got a complete version from your friend, then the library installation files are on one of the discs.

Make a blank PAL menu in Photoshop. Add it to Encore’s library. Set the new blank PAL menu as the default menu. If you do all that, you won’t have to use Photoshop every time, and you won’t ever get a blank NTSC menu in a project again.

If you used the New Menu command, then your problem is that your default menu is an NTSC menu. Either change the default or use the Library panel to add a PAL menu to your project.

OK, so your encoded video is PAL. Is your Encore project PAL? Encore usually defaults to NTSC when starting a new project.

Try encoding from Premiere and then importing the encoded file into Encore. Any better?
