Which version of Encore?
What brand of blank DVD media are you using?
What burn speed are you using?
Try burning a disc or creating a disc image from inside of Encore. Then try burning the image using Encore or another app. Any difference?

Some things to consider:
1. Have you added any chapter points at or near the end of any timelines to assist the audience with skipping from timeline to timeline? Remove them if you have. Encore 2.0 does this automatically for you with a hidden chapter marker at a timeline’s end.
2. Do you have any assets that are less than 2 seconds long?
3. Do you have any looping menus less than 1 second long?
4. Do you have any chapter markers spaced less than 2 seconds apart?

Encore can only import 5.1 channel .ac3 (all Encore versions) or .dts (v2 only). It does not have a multichannel audio transcoder built-in, so it can’t transcode 5.1 audio; the audio must be transcoded already when it is imported into Encore.
Audition doesn’t have a multichannel transcoder either, so even though it can output 5.1 channel .wav files, they are useless to Encore.
PPro has a great 5.1 channel Dolby Digital transcoder plugin available – from Minnetonka. At the price Minnetonka is offering for PPro users, it is a really good deal. There are also multichannel transcoders available from companies like Nuendo at much higher prices.

Find the blank menu in the General library set. Right-click it and choose the option to set it as the default menu.

It sounds like you are capturing DV footage into a Premiere Pro DV project. If you export your AE animations in any other format than DV, rendering of the AE footage in PPro will be required.
Even if you export from AE with 10-bit uncompressed, when PPro renders it, it will be turned into DV (to match PPro’s project settings). If you then render to an .avi file, the DV render files will be used.
If you set up a PPro project to match the format that you use to export from AE, then all of the DV footage will have to be rendered. As far as quality goes, you won’t gain anything from rendering the DV footage to a higher-quality format, and you may lose a little during the up-conversion.
My suggestion is to export from AE at the highest quality setting you can (QT animation will work, as you mentioned), import it into a DV PPro project that contains the DV footage and then assemble your program. Don’t waste time rendering in PPro because the Adobe Media Encoder will go back to the source files when you transcode to MPEG2 for DVD and ignore any render files that you may have created.

So you’re good to go with a new project?
What version of Encore? If it’s 1.0, make sure you update to 1.0.1 (it’s free). If it’s any 1.x version, moving files around from where Encore expects to find them can generate this error. And it sometimes appears when a user who doesn’t have appropriate permissions opens up a project.
If you can get to the project’s asset list in the project that generates this error, deleting the asset and reimporting may help.
