Chapter Marker end actions are OK if you can use a Chapter Playlist for the play all function. The only reason you couldn’t use a chapter playlist when there are end actions on the chapter markers is if you need seamless playback and there aren’t any natural breaks between chapters.
If that’s the case, then you need to delete all of the chapter end actions and use a link to the timeline as your play all. Then for the scenes, you would create a chapter playlist for each individual chapter. Each chapter playlist would only contain the one chapter.

Import your long video as a timeline. Then add a chapter marker in the timeline where you want each scene to start.
Link the buttons on the scene select menu to the appropriate chapter markers in the timeline.
That should get you started.
Do you want the recital to continue after each scene/chapter, or do you want it to go back to the scene menu after each one?

Make sure you set up your DVD player to recognize the type of TV you have (4:3 or 16:9). If the TV is 4:3, then set up the DVD player to “letterbox 4:3” or some similar setting.

You’d need a third-party software package to do it. There used to be a program called eDVD that would do the job, but I don’t know if it’s still available.

As much as I love Encore, I have to say that it, too, has its share of bugs. Based on your experience with Reel DVD and DVDit Pro, that shouldn’t surprise you. Encore is built on the very same Sonic authorcore that those Sonic products are. Adobe has tweaked it over the years, but like its really-big-brother Scenarist and its sibling Sonic apps, Encore is all Sonic at its heart.
I only mention this because I don’t want your initial success to make you think Encore is bullet-proof. It’s a wonderful tool, but its project files can be fragile and you have to be careful about the way you handle its assets. Don’t move or replace or modify *in any way* any Encore asset while Encore is closed. Use the Edit in Photoshop, Edit Original and Replace Asset commands from inside Encore when you need to tweak an asset that’s already in your project.
