The “Very Bad Weather” filter in After Effects should do it. Choose the “washed out bridge” preset and you are done!
…Actually it requires some very talented artists to do matte paintings. Then they use matchmoving software to track the painted elements into the original scene …and a bunch of other things. Sure, the software comes in handy, but without the artists, it would never happen at a convincing level.

I’m going to have to side with Todd on this. I have a Chromaflex system and it is indeed possible to get this kind of result. I’m 99% certain this was shot with the Chromaflex system. The dark halo can be minimized by experimenting and altering the talent to screen distance and the camera to talent distance. LED brightness is a factor here as well. I don’t know what you are keying with, but even with some halo, I’ve been able to pull good keys with Keylight in After Effects.

I shoot and edit everything in 24p. It looks great on the web and on DVD. When you encode for DVD, pulldown is added to get to 29.97.

Don’t mess with stretch. Hover over the end of the image layer and you should see a little double ended arrow. Click and drag to extend the length of the layer.

Different Jason this time! Just make sure you get at least two separate hard drives. One for the operating system, software, etc… and one for your project files and media. You’ll get better performance that way.

I would suggest looking at the refurbished Mac Pro’s available from Apple. You can save money and still get a screaming machine. Apple Store Refurbs
One last piece of advice: Always pay the extra $250 for the AppleCare protection. If anything goes wrong with your hardware, you can get it repaired or replaced for nothing.

You need change the composition settings to the desired length of your pan. With the composition window selected, hit Ctl+k or Cmd+k to open the composition settings. Enter the desired composition length. Now you can drag your image layer to fill the composition.
