In a prisoner’s dilemma the payoff for both sides cooperating needs to be greater than for both sides defecting. The dilemma is if both sides defect they do worse than if they had cooperated. Boost TT to 4 and you’ll have a dilemma.

There is a script for AE that can (apparently) split layers when it detects a scene change in an edit. The link to the script is here.> https://aescripts.com/magnum-the-edit-detector/
I haven’t used the script so I can’t vouch for it’s effectiveness. Having done manual split layers in the I past understand the work you’re trying to avoid. Best of luck.

From my understanding Apple doesn’t use focus groups or market research in the same way as other companies.

This would probably be a good resource to look at. The Digital Millennium Copyright Act has some provisions to allow copyright holders to petition for a take down notice of a website. -
