It’s progress, at least. Was the clip scaled in the timeline? Fitted to the frame?
An alternative approach is returning the file to its default aspect ratio, creating a sequence at 960×720 (1.3333), and exporting out at 1280×720 (1.0000).
Otherwise, a work-around would be creating a 1280×720 (1.0000) sequence, inserting the 960×720 clip, disabling “Uniform Scaling” in the clip’s Motion Effects, and then changing the horizontal scale as required to fit the 1280×720 sequence.

Actually, it might. The default settings include both a pixel ratio and resolution. Premiere fits the frame into a default rectangle. Black bars/columns are generated when the sequence doesn’t fit properly.

The playback issue is likely related to your computer’s system throughput. Although DNxHD is less compressed than delivery codecs like H.264, it still requires decoding. More significantly, its bitrate can exceed the capability of drives and I/O, especially at 1080p.

Either copy over all the clips, or just nest the old timeline into the new sequence and export using the desired settings.
BTW, which CS release are you using?

Pixel Aspect Ratio: 1.0”If this info is for the source file, use Interpret Footage to change the aspect ratio to 1.333. Also, instead of matching the sequence and source settings, set the sequence to 1280×720 with square pixels. Then export as 1280×720 with 1:1 square pixels.
If the info listed above is from the encoded file, please post a screen shot of the parameters used when exporting the file. Here is an example of what I mean, but your settings will be different:

I’m not sure about luminance, but I suspect you don’t want the people to be glowing. 🙂

What were the export settings? Please also post the Properties of the encoded file.

The IRE values correlate as stated (80 IRE = 204 and 60 IRE 163), but those are displayed values based on a white point of 100 IRE = 255. The Fast Color Corrector settings will depend on the source file; two clips might require completely different settings in order to get the black and white points to look the same onscreen. Adjust the input and output sliders until the image and scopes look good. Refer to the scopes to maintain consistency from clip-to-clip.
Please also note that white point assumes full brightness and full saturation. Clips without any pure white will have the brightest area below 100 IRE. In addition, full brightness can be defined at lower levels, if desired. For example, I tend to target 92-95 IRE to avoid clipping the RGB curves when balancing color.

How are you viewing the rendered file? Many media players do not recognize rectangular pixels. Import the file into Premiere Pro to verify. If the file looks bad in Premiere, please post a screen capture of the export settings.

The 460 isn’t formally supported by Adobe, so it is difficult to say. I am in a similar situation and sometimes need to disable GPU acceleration.
