FCP5 will position the DV footage correctly now I think – if you put out of field order footage on a timeline, it will put a new field flipping plugin directly onto the footage.
For DV mastering to digibeta, you’ll notice a very slight difference as capturing DV over SDI will smooth the chroma. What you have to weigh up is which is quicker:
Recapture DV over SDI as uncompressed or,
Add Apple’s 4:1:1 chroma smoother to the DV footage and put in an uncompressed timeline and re-render.
Both will produce equally good results as my tests show.

PAL is very difficult to use in North America. I moved from England to Canada, and when I got here I had an awful time finding a multi-standard TV and DVD player for instance – something I could have got on any high street in England.
I’d suggest getting a dual standard camera, like the Sony HDV Z1 which is PAL / NTSC switchable. That would solve most of your problems.
Although all european DVD players and most TVs, say those made in the last 15-20 years or so can play NTSC, very few North American DVD players can play PAL, and practically no televisions!
As for quality of conversions – they’re good, they’re quick compared to anything else, and you can try the demo to see for yourself!

Make a 24p DVD. Just use compressor to compress the movie to an MPEG2 for your anamorphic, and to get the widescreen, make a 23.98fps seq uncompressed 8bit 4:2:2 in FCP, put the 720p24 video in it, FCP will scale it to fit, and make your MPEG2 from that, again using compressor.

It’s DVCproHD, the same codec, but it has both the 720p version that the Varicam has, and the 1080i/p version.

Sure, use easy setup, make a NTSC DV timeline, and put the HDV timeline in it. Make sure it’s got high quality scaling on, and render, and wait…. Should work fine.
However, for DVD mastering, you’re only loosing quality going to tape! Why not make your DVD MPEG 2 direct from the HDV timeline’s quicktime movie and get better quality??

1) It’s an Apple problem, not a Panasonic one. Apple are fixing it.
2) if they had a DVCProHD deck in there it would cost $20,000 more on the camera and you’d need a $20,000 deck in your edit suite – hardly a low cost option.
