I just finished a 10 minute corporate video shot 720P 24fps. I kept my capture and the timeline native to the source format (720P/24), but need to output a couple of standard def DVDs (one letterboxed and one anamorphic). How do I get from here to there?

Make a 24p DVD. Just use compressor to compress the movie to an MPEG2 for your anamorphic, and to get the widescreen, make a 23.98fps seq uncompressed 8bit 4:2:2 in FCP, put the 720p24 video in it, FCP will scale it to fit, and make your MPEG2 from that, again using compressor.
