Looking at my current setup, I’m wondering if a processor or graphics card upgrade would increase playback smoothness on the timeline. I think that sums up my question.

I had the problem with Vegas 10 Pro when I got a new Microsoft mouse (which I like way better then my Logitech). I searched for and downloaded “intellimouse” as suggested above. Then opened the software and checked “enable program specific settings.” That did the trick.
