I’m not sure what type of project you are doing? BD is a video format. What’s on the disc? What’s the user experience. You spent Alot of money on a tool without knowing its capabilities?

You have progressive video so it’s as simple as conforming your 30 fps framerate to 23.98. TCs are just numbers in this situation. I use Cinema Tools for this.
Search around the cow for some good advice as well conforming 30p to 23.98p

That frame rate won’t play in N America. Is it progressive? Just conform to 23.98 (not convert). Cinema Tool does this….remember that tc are just numbers.
So important to film and edit 23.98 these days if your final output is DVD or BD Unless you are instructed by a client For other reason like broadcast

DVD supports 480i 16×9 anamorphic so that reading is correct. It works on your mac and the other TV so it has to be the set up on your friends player and/or TV

I’d be willing to bet your DVD player is not set correctly. Make sure it is set up for widescreen
Also did you encode 4×3 by mistake?

All DVDs are 480. You are down ressing when you go to DVD

You have progressive video so just confirm it to 23.98 using a tool like Cinema Tools. Timcodes are just numbers
