Premiere last I checked will not scale down the resolution from an I/O card. It will via the video card. AE will allow you to set the player to scale down the resolution though via the I/O card. If you dont have a display that scales 4K or accepts a 4K signal with Premiere then you will have to use the video card for those sequences.

Change the Default resolution in the Blackmagic control panel to 720. Start a 720 60 frame sequence and see if it will output via HDMI to a standard LCD. Make sure you turn the output processing to off.

Download that and convert the files to Cineform. I assume since the playback is so poor you are using CS6. You will want to convert the files if so. I suggest you get a Black drive for video and use the Green for archive. You do not want variable spin rate drives for work drives.

To stay within spec those cards would yes, but the max power draw is only 25W over and all the Nvidia cards will throttle via C-States if required. A 2nd PSU though is the safe way to configure.

Select Custom install when it prompts. Check Mark Clean install and uncheck the Nvidia Experience and Framework if listed.

Well with the I/O card you would have to get a Thunderbolt PCI-E expansion Chassis and Thunderbolt storage. Those will be the min add-ons regardless. Performance will depend on the Open CL performance and support of the applications used. Processing ceiling will be greater than current Mac Pro. Pricing justified for the processing improvement and over all performance – questionable at best. Maybe the best plan would be to get the ram upgrade only and hold with others. The Current Mac Pro could be a render box when a new system is available.

The Quadro would be fine for the output card. How do you currently have the HDLink connected to the system?

A Titan Card would be better with a current Mac Pro however not for the up and coming 1 with the 2 ATI GPU’s expected. Don’t invest much into the current Mac Pro though. They are outdated compared to current Intel Xeon CPU’s and the performance difference is significant.
