SE only does whole number frame rates, being able to do 29.97 rather than 30 was something added in 3.01. That still doesn’t account for your 4 second loss though, because if anything you’d be gaining a couple of frames, not losing them.
The only thing I can think of suggesting you try is rendering out the particles alone with an alpha channel, and laying them over your video clip in your editing program.

Could it be that your frame rate is different in the video clip than it is in the pI project? You can change pI’s frame rate in the Project Settings to match whatever the frame rate is in your clip.

It could be the codec you’re choosing when rendering the AVI that’s causing the problem. Have you tried more than one?
Most video editing programs have a way to import a sequence of images as if they were a video clip. When you select the first image in the sequence, you usually get a checkbox at the bottom of the window that asks you if you want to import as a sequence.

For the forces, two things to check- are the forces on the same layer as your particles, and second- What does their Active graph look like? If there isn’t a key at frame 1 with a line all the way, they may be turned off at some point which would explain the problem. If you want a force to be working throughout a project, make sure you place it on the stage when the time indicator is at frame 1.
As for the footage, other than cutting it out frame by frame in Photoshop or using masking tools in a compositing program, you might be able to use a Difference Key provided you have a shot of the background without the actor in the frame and your editing/compositing program does that effect. A Difference Key is supposed to take any pixels between two layers that are the same and remove them. Never seen it work cleanly, but it may give you a starting point at least.

There’s a program that installs with pI3 called pIllusionRender that will allow you to render large sized files. Just load the project into it, and if the project is set to the sizes you mentioned, it should render out fine. It’s quite a bit slower than pI’s renders, but it gets the job done.

If the TGA file type isn’t available from the dropdown list, just type the .tga extension after the filename, and it should work.

If you change the Emission Angle to -90, it’ll go down instead of up. You might want to go into the Properties and change the Frames to Preload from 100 to 0 as well.

Hit the red Save Output button at the top of the interface and save out as an AVI. MovieMaker should be able to open those.
