This right here is the best advice you can receive. You need to determine what works for you. If you’re a freelancer, you should try to learn all three.

Soundbooth was created because Adobe thought users wanted more tasked based audio solutions. Soundbooth went away because users told us conclusively that they wanted Audition.
OnLocation went away because the industry overwhelmingly went to file-based cameras instead of tape based… Anyone really using a firewire camera much anymore? We created Adobe Prelude to fill that void and I couldn’t be happier.
Ultrastudio became the Ultra Keyer effect in Premiere Pro. If you do chroma work and want a good real-time key, give it a go!All of the above were also 32-bit applications and not 64-bit native.
Encore is still available.
I think that’s it unless someone can tell me if I forgot any. All in all, I’m okay with that list, what about you?

I think Charlie is referring to Premiere Pro’s popularity around 5 years ago, to which I would mostly agree. CS5 was the beginning of the change to where Adobe is today.

Yes, Premiere Pro has a very good scaler and does a good job of preserving detail when upscaling.

Yes, theoretically. But you’re not changing the size so much that viewers should notice. Also, with “Set” to frame size, you are not rasterizing the larger images, so you are preserving the original resolution, so really the answer to your question is no – no change in quality

I meant for you to look at the ‘source sequence’ where all of the video and audio layers reside. You might have better success looking there.
Premiere Pro CC does in fact have some improvements for Multicamera.

In a nutshell, it’s about balance. You’re only as good as your weakest link. CPU, GPU, RAM, drive systems all play a role.
If you want a name brand manufacturer HP, Dell and Lenovo are all making good boxes that would fit your goal. The one thing you didn’t specify is budget. You can spend $2k or 10k, you need to give a ball park.
