It’s a problem due to your frame rate (you are at 29.97fps, aren’t you?) . I think to reduce this problem, you must have a frame rate with an integer like 30fps…

You can try those effects on a solid… :
Trapcode Particular (basic preset)) + Radial Blur (Zoom) +CC Radial Fast Blur (or Trapcode Shine) + CCToner…
At the top of them, create a black solid with a mask.

I propose to you you 2 options :
A/Preserve transparency
1-Create you text layer and animate it.
2-Place at the top your texture’s jpeg and click the case in the T column to preserve transparency.
B/TrkMat
1-Create you text layer and animate it.
2-Place at the bottom of your text layer your texture’s jpeg and do Alpha Matte in the TrkMat Column.
