I am receiving videos at 1920×1080
I will need to deliver them (for web use) in either 720×480 or 640×480 (these were the given choices)

I am going to be creating, then adding graphics to the top and bottom of the new videos to make use of the “letter-boxing” which will occur when I drop the original videos into their new sizes.

so
if this is the case…
when I create the graphics (in Photoshop and/or After Effects) should I create them at 640×480 or 720×480?

I don’t want to risk having the graphics “squished” if I create them at 720×480 instead of 640×480.
And I don’t want to waste potential space by creating them at 640×480 instead of 720×480.

please advise.
