This expression only affects the layer it is applied to not the wheel as a whole, also I need to keep the “cars” oriented towards the camera so the rotation along the x axis is undesirable. I suppose an expression that was applied to each layer and was triggered by a marker COULD work..if it was applied to the position instead of the rotation, but I have no idea how to marry the existing expression for position with one that would do what I need it to.
The expression you posted was pretty nifty though!

Thank you so much. This is very close to what I need. For some reason the lines do not stay on screen they go way off the bottom but not the top.

The best way to make this effect is to use the 3D Stroke plugin from Trapcode. It allows you to use and link to the AE 3D camera.

I believe you need to reword your question so it is more clear.
I am having a hard time imaging what it is you are trying to accomplish. -
If you select the layer and go to where you want the IN to be and press the “[” key the layers in point will jump to that location.
You can also nudge the layer into position using
Option/Alt Page Up = Left 1 frame at a time
Option/Alt Page Down = Right 1 frame at a time
Option/Alt SHIFT Page Up = Left 10 frames at a time
Option/Alt SHIFT Page Down = Right 10 frames at a timeI hope this helps
