have you tried importing the video background and audio into your video editing software and then doing multiple copies of the VIDEO footage on th etimeline so as to be the same duration of the AUDIO file.
Export the VIDEO and AUDIO as seperate streams (AVI) and then open up in Encore and ALT+drag and drop the background video onto the menu and then just drag and drop the AUDIO file onto an empty area of the menu and then set the loop to FOREVER. This is one way around the 15 second max duration that Encore allows..
click on each button in turn and link it to play a specific timeline, and then set the end action for the BUTTON to return you back to the main menu, you can also make it so that the it will go to the next button in turn on the menu

you can link all the spots timelines to each other by using the “end action” of each seperate timeline, or if you are using Encore 1.5 you can use the “playlist” function to make the job easier for you.
as for the audio, encore will automatically encode it to the best quality that it thinks will be best to fit on the DVD
