Forget Mocha, that could take you a few months to figure out. All you need to do is rotoscope the arm. Almost impossible in FCP but you already have Motion and there are many freebie multi-point masking tools for both apps.

Negative. The card just draws the pictures it gets handed from the CPU.
In Motion, the graphics card is everything. In FCP, it’s just the window to the outside world.bogiesan

At the risk of confiming my curmudgeon status, why, I remember when After Effects took a weekend to render ten seconds of one effect on one layer. In those days, we learned how the render pipeline worked and we planned accordingly. Mostly, we prerendered and imported self-contained movies of everything we could. Sometimes we used low rez versions if the effect wasn’t locked down.
Optical Flow in Motion and FCP can be easily prerendered.

Recreating sand animation in a simulation? Cheaper and w-a-y more fun to find a competent sand animation artist. This woman’s skills cannot be simulated, they can only be faked.

The spot you showed looked like the hand had been inserted over the drawings in post. That makes things much easier.

You need to know the frame rate, pixel dimensions, and preferred delivery specifications for the format.

Audio behaviors are difficult to wrap your head around but if you watch Mark Spencer’s freebies you can at least get started. You can apply several behaviors to your lie or to copies of the line. You can select the amplitude or freq range that is applied to the behavior. but these don’t give you mouth movements or phonemes, they just give you changes t the shape of the mouth object.
If you want to use phoneme-style mouth animation, you must build the basic set of mouth shapes and figure out a way to sub them into your sequence on cues or markers several times every second, just like old school animators used to do it.
In After Effects, we’d use expressions, changed with hold keyframes, to substitute a range of mouth shapes from a precomp. Pretty easy to do once the rig is built. I don’t know if there is a suitable analog in Motion. However, you’re not the first guy to try mouth animation in Motion so there has to be something on youtube or the rest of the Net you can search for.
