the very best thing to do is to encode the audio/video-assets prior authoring. encore could transcode videos and audio, but there are far to many bugs in the software to rely on it.cheers

if you are willing to send the DCP to germany (via UPS or any other courier-service) I could create a BD out of it, as I got Frauenhofer EasyDCP+. Even if it is encrypted I could decrypt it with the right KDM.the entire process will take approx 2-3 days + shipment

the most easy way for you would be to go to the apple appstore and buy compressor for approx. 50bucks. you can create dolby digital audio-streams with it easily.be awared that -27dBfs dialoge-normalisation should be used for film-source. as well as the compression setting in the preprocessing-tab.
you better should create your own setting instead of using the DD-presets.

you should use 23.98all PAL-player could easily play NTSC-DVDs but NTSC-player wont be able to play PAL, conclusion: if you are in PAL-land you wont have any problem with NTSC-DVDs.
by the way: it´s not possible to create a PAL-DVD from 23.98, but this doesn´t matter.

you might not look at your 2nd. chapter, you better look at the first, you might have set an end-action to the menu.cheers

you should think the other way round. you can easily record 1080p25, use this for your PAL-DVDs, and then for int. distribution you should conform it to 23.98 and create a NTSC-version out of it.
using this workflow is the best way, as you don´t need to deinterlace your footage prior format-coversion and if you are conformed 1080p23.98, you can create blu-ray for int. distribution out of it as well.
and finally: this is a common workflow!

I know you can edit menu-screens within toast – but if you will customse them completly, you be out!it´s good you´ve shown the way how to do – I normally work with scanrist or other prof. BD-authoring-applications, so I didn´t know in detail how to work with toast. menu-creation will be done with photoshop. normally I only use it for burning allready authored DVDs or BDs.

the short answer is no – toast could only use its own template-menus. the only way it might be possible to use your own kind of menu – you need to duplicate one of the toast-menus, and start to create your own out of it but you need to keep the layer-names.
