Do you need to create an MPEG-2 for authoring to DVD or do you need to both create MPEG-2 and author/burn a DVD?.

You told them wrong. Forget streaming. This solution is all about progressive (HTTP) download. There’s no way you can stream HD over 90% of the worlds connections.

(Although HTML5 video would be even better)

Is it interlaced or progressive?

This is likely where all your problems lie. Is your source interlaced and then you are exporting from FCP as progressive, or what?

Also, make sure you’ve deleted all old log files and temp directories that may be hanging around.

Also it might be worth doing a complete uninstall/re-install as well as looking through the registry for remnants of the application, if any.

Use a compression application like Apple Compressor to create an MPEG-2 file that you can easily fit on to a DVD. Just choose one of the presets in compressor

I’m not sure about that Episode preset but when going from interlaced HD to SD you deinterlace in 99.99999% of cases and deliver a progressive SD output.

Interlaced PAL is nearly always UFF.
