Looks like they’re messing up as your settings are OK.
If they are delivering all thier video like this then they are the ones who need a bit of education.

That link shows Flash video not Windows media so it looks like they transcoded your video, possibly very badly.
Neither the player ‘window’ or the video frame are at a ‘standard’ frame size, the video is obviously ‘squished’, but apart from one skip near the end it played pretty smoothly for me.
What settings did you use to encode (Frame size, frame rate, data rate of video and audio etc)?

Looks like you’ve hit one of the limitations of compressor; if you can get the frames size set to smaller than 320×240 and the datarate to lower than 0.50(?) then you’ll not get the file sizes you need.
An investment in Episode is a good investment. As far as I’m concerned it’s a far more capable encoder.

Can you supply us with a detailed run down of what settings you have now that give you the 4.6MB file?

I don’t use compressor anymore but I’ve used Episode to create a bunch of 1 minute MPEG-1 clips that came in at about 2.4MB.

32kbit/s
Mono
22050HzThey didn’t look ‘too’ bad either 😉

Neither – DVD 720×480 is 4:3, using non-square pixels, if were using square pixels it would be 1.5:1

As far as I’m concerned all those clips are distorted, squashed, squished or whatever you want to call it. Nobody has faces that fat where I come from!. (I’ll ignore the rest of the terrible encoding ‘mistakes’ for now….)
That said, you can make a clip any size/shape you want, from perfectly square to wildly rectangle without distortion. You do this simply by cropping out that desired shape from the original frame.

ON2, the makers of the VP6 CODEC used in Flash recommend frame sizes divisible by 8.
