Well, both Quicktime and VLC are free!
I’ve rarely had an issue with MPEG-1 played in with Quicktime player, WMV of course is another matter.
At least both QT Player and VLC are miles better than Windows Media Player

Try one of the other presets in Episode and see if you can recreate the problem. Also try an MPEG-1 preset but dont change the frame size, in fact dont change anything and see how that comes out.

You’ve got everything you need.
Create the MPEG-2s in Squeeze and then use Encore to author the DVD. You should get good looking MPEGs from t he HD DivX files.

Try doubling the bitrate – you’ll need a minimum of 2Mb/s for that frame size.
Create new fields: by edge detection interpolation.
Deinterlace type: Deinterlace interlaced frames or Moving areas only.What machine are you playing these back on?

It really depends on the complexity of the content and the quality level you hope to achieve and yet still have a reasonable file size.
For 640×360 I’d suggest starting at 700Kb/s and work up from there. Remember for download files you can use VBR, if you have the time make sure it’s 2-pass.

Being picky; both settings are not equally divisable by 8 (or 4) on both axis.
I guess it was a typo on your part but the horizontal dimension on the first setting (854) is actually larger than the source dimension (720). Enlarging the video is last thing you’d want to do!!Anyway, back to Jeffreys post –
Export out of premiere at full resolution – 720×486 using the source settings.
For the 300Kb/s stream I’d look at a frame size of 384×216, or if you want to push it 448×252 which is divisable by 4 but not 8.
For the high quality download I’d plump for a frame size of 512×288 or 640×360.
