It’s unlikely that you are using the exact same settings, as both applications don’t have the exact same feature set.
Bottom line us that Squeeze is a better transcoding application than Flix, although the codec implementation is probably exactly the same.Forget Silverlight, if you can’t get Flash to work well at low-bandwidths then you’ll be even worse off with that Windows technology. (IMHO Silverlight is going nowhere).
There’s no such thing as ‘Flash Turbo’ AFAIK.

For viewing on a (Widescreen) TV you should be delivering 720×576 non-square.

Why do a seperate resize and export out of Quicktime player when you could complete the entire process in Compressor and end up with better quality?

There are a bunch of options you could choose from including WMV and H.264.
It depends on who your audience are and how you want the video viewed.

Then you could give him 1024×576 square pixels, or 720×576 non-square or 720×405 square pixels.

Ok, but 720×405 is not a PAL resolution. Where did the clip(s) come from?

720×405 is 16:9 square pixel:
16/9 = 1.78 (1.7777777777778)
720/405 = 1.78
405×1.78 = 720.9
720/1.78 = 404.9
What or where is your source from?
Generally speaking, are you working in PAL or NTSC?

Yes it can.
It’ll look pretty horrible in most cases.
