Just to clear up some confusion here:

When talking about MPEG-4, one can refer to two standards, MPEG-4 Part 2 and MPEG-4 part 10.

Part 2 is the ‘lower quality’ type, commonly used for less powerful devices. 3GPP uses this and so does YouTube as H.263 was the basis for the Sorenson Spark CODEC.

Part 10 is otherwise known as H.264 or indeed AVC (Advanced Video Codec). BluRay uses this, as do Apple for all their movie trailers and Youtube is slowly transcoding all their video to this format.

H.263 is another standard altogether. It’s very old and very rarely used for content delivery. It is most certainly not suitable for broadcast

So to answer the OP’s question; if you need to delivery broadcast quality you should be using H.264 rather than MPEG-4 Part 2. Your datarates however will need to be a lot higher than 512Kb/s to maintain ‘broadcast’ quality, you should be looking at about 2Mb/s as a minimum, depending on the material being compressed.

There’s no real point in introducing another step like going to QT H.264 (which isn’t a great AVC codec).

Have you made sure that Encore is not trying to deinterlace your progressive footage?

Try a demo of Procoder and compare the results.

What setting have you tired?

Encore is not the greatest MPEG-2 transcoder out there, by a fair margin.

Well you could try a WMV/VC-1 1920×1080 at 25Mbit/s and it’ll come out at only 207MBytes for 33 seconds, but you shouldn’t need anything like that datarate – 10Mb/s should be a good starting point with keyframes between every 2 to 5 seconds.
