The shortcuts for the default transition(s) is CTRL-D for targeted Video track and CTRL-SHIFT-D for targetted audio track.
If you set the Default as a Cross Disolve it is a very versatile transition and can be adjusted in the effects control window to be whatever you want through the options. eg a fade or an assymetrical cross dissolve.
Tip : Dble click on the transition in the timeline clip and the ECW opens automatically

An idea : Make duplicate clip and CC it until most only white highlights remain.
Add heavy blur filter and overlay its original : Apply opacity to blur clip.

There is a (free) plug in called Flash Effects ( aex) that you can build this in easily and save it as a preset.
It is free. I am not at my machine so can not name the link for you but a search on these sites ( incl.Adobe PremPro Forum) may discover it. Or a google search.
Another method is to do it as a CC effect. Blow the luma out with key frames. You may even be able save this as a preset.

As Steven and Neopics suggest …just use two tracks of video.
You need to get over the A/B paradigm and make use of the more powerful features now available to you. It is actually not much different in practise.

You need to fit it to Safe Title Area. Thats why they are there and I am not sure how you think it possible that there is another way if you understand the concept of safe title.
Overscan is a fact of life on a TV / Monitor. -
Use the PremPro one. I do not think this is a very big issue and the process is only limiting the Chroma to a broadcast safe level.
I never bother with it and I broadcast a lot from DV / PremPro.

or… mark an in point and an out point in the program monitor and the duration info will present it self bottom right of monitor screen.

Seeing you want a MB look that specific try ‘Big Country” a new one in Vers 2.but you do know that you can design your own look specific to your own footage in MB. Get creative and do not rely on someone elses preset. (Too Easy)

You appear to be looking for one solution to fit all your issues. Ironically this is called a “magic bullet” but not necessarily the MB plug ins.
The MBs are fantastic (and slow) but in the instance of your varied framerate clips you may need something like Twixtor (or After Effects)to do this part of your work. They both do a great job.
With MBs you can not just apply the effect (preset or otherwise) to a whole bunch of clips and expect them all to “smooth” out. Each clip will respond differently and it depends on the original contrast/color/lighting, luma, chroma etc…
MBs can do an infinite number of looks and effects but they work best with a “levelled out” clip as the original.
BTW Vers 2 MB with a suitable graphics card are considerably faster than earlier versions.
As the others say – it is in the original shoot where the professional “look” comes from.
