I am working on a clip 720×480, when I apply the overlay graphics 720×480 res done in photoshop and played over the net there fine, but take the same footage and render it to DVD and watch it on a player I loose about 10% all around the image. I understand that a NTSC TV overscans, and the concept of the active safe margins. In short how do I fix the overlay graphic to properly show on any tv, besides shrinking it to the edges of the active safe margin. Thanks in advance

That’s it. Create your graphic using the 720X480 settings with guides in Photoshop CS. That should help you.

You need to fit it to Safe Title Area. Thats why they are there and I am not sure how you think it possible that there is another way if you understand the concept of safe title.
Overscan is a fact of life on a TV / Monitor.
