you could also try an intelligent mouse accelerator which would also work on the small tablet size.
It is pixel accurate in small moves but moves faster, i.e. the larger the distance you move over time, the farther it goes. I never move more than a 1/8th of an inch monitor to monitor.

i know its a long shot but try it with tiff. some plugins i’ve seen can’t handle certain file types even though AE can open them.

to get the brushes in slow motion, you’ll need at least 1/400 excluding any camera movement you’re using.
Also, a camera that can shoot higher than 60 fps will alleviate needing to twixtor anything.
If you don’t have enough light, you’ll also run into the problem of depth of field plus higher iso.
You will need brighter lights or try to bring them closer. i.e. inverse square power of light.

virtualdub and logoaway plugin is the easiest/fastest. as to the highest quality, I haven’t directly compared it to clone stamping.

is the whole screen flickering or just small points of light?
what do you mean by color intensity? too much saturation? or glowing extremes from off to light burst?

usually you have to precomp any footage before applying twixtor. their website talks about that.

make sure you don’t use any 8bpc effects and use a wider gamut color management profile. srgb doesn’t cut it.

for all the people who thought i was seeing things…used to be a dealbreaker for me…

if don’t want to throw any data away, edit in 16 or 32bpc so transitions/effects aren’t dithered/clamped. Then render out a master 4:4:4 in trillions of colors. If your original footage was noisy, use neatvideo or ae’s remove grain. I also noticed it was flickering, which means you might have a moire problem too.

here’s a free moire and flicker remover i made in ae.
I used timewarp/timestretch to remove flicker then set shutter blade to 3,000 to blur the moving pixels and median 50 adjustment layer transfer color to remove banding color. Looks pretty darn good.
