if fact, the lower picture has banding, just less noticeable. that is why it doesn’t show up till you compress.
you should work in 16bpc and if possible, and if the projector supports it, render out 16bpc(trillions of colors) as well. the 4:4:4 shouldn’t matter too much since you are b/w. just stay away from jpeg sequences. They really don’t work well with smoke. You can also post render-blur(if you’re forced to go 8bit) the banding with procedural keyers that detect it, render as high quality 8 bit then compress later in adobe media encoder8 bit debander invert the alpha mask if necessary cs5.5
https://f1.creativecow.net/6898/bandingwhite-maskeri for one, am in the group that doesn’t think adding noise/grain to everything makes it better. it occludes it simply because the whole picture gets noisy. The banding is still there. This also makes compression more difficult for the web codecs.

It’s a last resort because it takes longer, but AE’s rotobrush has anti-boiling features. read up how to use it, it’s a little different than masks. You can also get done a lot faster by using junk mattes just before rotobrush.
The hair needs transparency and color spill replacement. If you want better results,try Primatte and Ultimatte, if not, I’d recommend creating your own lightwraps, transparencies, or soft edges precomps to soften the pixel edges. channel blurs, median blurs, matte chokers can also help.

short of going to a professional service or buying a teranex hardware conversion box, this is the only one you can buy and use yourself all in one go.
https://www.redgiant.com/products/all/frames/other plugins deinterlace 60i to 30p but you need 60i to 24p. As long as your shutter speed was 2x framerate, magic bullet should look really good.
other methods albeit lower quality are: deinterlace(tons of them out there), to get 30p, then optical flow with timewarp, fcp compressor, twixtor down to 24p.

It might work if you put it in comp size 720×480. I’m guessing you have the SD plugin not HD.

obvously, the h.264 is the culprit. did you reimport it back into AE to see if you could match it up?
there’s 2 different kinds, 0-255 and 16-235 rec709 color management. You can burn in whatever works in matching up with the utility. its not science, its art. haha. -
try your red thing again and use an adjustment layer, utility profile converter rec709. it should burn in the
color management. -

-right click replace footage for both-the mask comp has the 3 linear color keyes, just play with them and the matte choker
the mask in final blur has a levels and channel blur that softens the edgesyou would also have to change the composition size and framerate.

see if this helps, its a procedural keyer i made that uses 3 instances in diff chroma modes layered on each other to key everything but white then reverse matte it. you can play with the matte choker or turn it off.
