Lighting is everything.
That does not look well.Also, .h264 codecs are a poor choice for keying.
You want 422 color or better.Advice;
rotoscope. Take it into AE and make a tight mask around him, key frame it for the entire clip. Then key out what little is left. Feather.

drop your 720p footage into a new sequence to match settings.
Scale your 1080p footage in Pr, in the 720p sequence.

If your footage is Interlaced I would:
Capture Interlaced.
Edit Interlaced.Export a progressive version.

I don’t think the settings will get around the glitches. This is the issue, the glitches, the fix needs to come from Adobe.

Yup, I’ve seen those visual anomalies as well. Highly annoying and makes you question the “Pro” part of the software.
As a work around with issues I have exported a hi-res Master file, not a .mp4 and then confirm the master is good and then take that master file and compress that for your deliverable.

Did you try;
export the audio only to a mixdown track and import that back in for final exporting.

You could try and export a short clip, hi-res, final master type stuff and look at that digital file playing back outside Pr.
How does it look feeding out to a video monitor? Still broken up?
