My Guess:
Take a reference photo. In PS use masks to break up the photo into individual layers (each layer will be a reveal group). Add a water color filter to get the look right. Import these layers into AE. Animate simple feathered masks to ‘enlarge’ over a few seconds to reveal that layer. Do this for each layer and offset them in time a bit from each other.

I went to canon.com and downloaded the latest software for the 20D. You no longer use ‘EOS capture’ but download the latest version of ‘Image Browser’. They integrated the camera control into that. I hooked up my 20D and set it to shoot every 10 seconds with a slow shutter. Did a very nice timelapse.
Then just drag the folder it made into AE clicking on ‘image sequence’ on import and you have instant timelapse 🙂

Also, I hat to be a cop out, but a 3D app like C4D can do this in a second since their particles systems are way more flushed out with many dynamics options. Plus you can easily model a popcorn bowl with a quick lathe. Cretae a handful of particles that repel each other, have gravity and stay inside the bowl until they are free. Then instance flat plane primitives to the particles and map the illustrator images onto them.
You can also do a quick Xpresso (if in C4D) expression so the planes always face camera. In C4D if you have say 10 plane objects each with their own picture on them and drop them into a particle object it will automatically randomly assign them tho the patrticles.

On their web page there is a section that is ‘personal’ or experimentation if I remember correctly and it’s a bunch of C4D tests with particles and caustics and what not. It will give you a better idea of how they are using C4D.
