Paint effect in Wachovia commercial

My Guess:

Take a reference photo. In PS use masks to break up the photo into individual layers (each layer will be a reveal group). Add a water color filter to get the look right. Import these layers into AE. Animate simple feathered masks to ‘enlarge’ over a few seconds to reveal that layer. Do this for each layer and offset them in time a bit from each other.

Looks like Studio Artist to me, I’ve seen great stuff from it but never really played around with it myself, I think it’s mac only. You could also render an image sequence of a transition between two images and batch one of the stylize paint effects in photoshop, or you could use the brush strokes filter, you could use different settings for different parts of the image and composite them together. It’s going to take a bit of work no matter what you do if you want it to look nice.
