But then the effect of the smear looks extremely close to the artifacting of Revision Motion Blur and Revision Twixtor. I wonder if it is one of the two with the the settings cranked way up. When these two try to calculate the vector flow motion effect, and things change too much on them, they get smeary and trippy.
Just a thought.

Draw a garbage mask around your character in each example and composite them normally over the blank plate shot of the BG.
I’m still confused why you used the ‘overlay’ transfer mode. It isn’t relevant to what you are wanting to achieve.

The time posterize effect does that already if I’m interprating what you mean strobe to mean.

Depends how you want to use it. For example if you want your camera to do a perfect circle orbit. Parent it to a null. Set the null a distance away from the cam. Now rotate the null. The cam will now orbit it.
I always move a camera by parenting it to a null and keyframing the null so the cam has all of it’s parameters always clear for keyframing independantly. I also turn off the camera’s auto orient function so it’s not always trying to look at the POI.

Learning compositing is your challenge. Not learning which program to spend your time with. If you spent a year learning simply the art and science of compositing, it would take you a week on each program to get up to speed on both.
AE is layer based. Shake is node based. In my book when doing motion graphics I much prefer layer based. When doing FX I waaaaay prefer node based.
Both are brilliant programs and in the hands of a brilliant compositor, both will sing.

Well most film festivals are showing non-anamorphic films so I imagine they are set up for 1.85:1 (35mm) and 16:9 (1.78:1) for S16mm and HD stuff. So I imagine either one. But 2.35:1 anamorphic is probably not ever used since it costs a LOT of money to art direct a huge frame like that when shooting.

Undercranking but playing back at normal speed so it’s hyper speed? Or the ol fashinoed undercrank look that is transferred at the same rate (which looks choppy and blurry)?
If you just want hyper speed then set the speed higher. But undercranking a camera creates dramatic motion blur. You would need a plug-in that creates motion blur in images out of nothing like ReVision Motion Blur. You can try echo but it’s not quite the same thing.
If you are looking for the second effect. Add time posterize and drop the frame rate down. Then add echo to smear it up a bit.
You may need to precompose in between the posterize and the echo since it’s two time effects.

That tutorial is the most trendy thing going around. But in case you were referring to something a bit more real, there are several things like Xfrog, Maya paint effects (In Maya) and such.
If you have C4D, there is a free expression that grows things. Check the post from the author here and the gallery samples. One of the samples is a tree being built and grown:
