Sounds to me like the Apple iApps are perfect for what you want. Like iMovie and iDVD. And if you felt compelled to get more complex than that, Motion is great for quick animations due to it’s behaviors that don’t need keyframing.
That being all said, if you wanted to take the work to the highest level of just about any graphics you see on TV, After Effects would be your tool then.

it almost seem to have prism like colors which makes me think it’s a simple blurred object with Trapcode starglow on it. Then SCREEN or ADD transfered mode’d on top of the BG.

It’s mostly done with masks. If you took a clip of say Ozzy. Just take that clip run it, then switch to a freeze frame at a specific time to make it look like it stopped on that frame. If you want it to zoom in from there, animate the scale on the still frame to zoom in a bit. Use a mask to draw the outline of Ozzy and use that mask on a solid or use the mask to isolate ozzy from the background and place him elsewhere.
The way to do it is extremely simple, it’s really just a matter of mapping out your plan, defining your look and timing to make something nice.

Here is an example of what Mark is talking about. From the description, he used 3 lights (R,G, and B) in 3 seperate passes. But for each pass he changed the angle of incidence on the glassy material a little each time then comped them back together.

It is a chain, but I more think of it as the camera parented to the end of a chain of nulls. So the top null is a parent of the next and so on ending with the camera which just rides along. You would obviously want to animate the zoom(focal length) and focal point in the camera since nulls don’t have that capability.
As far as precomping, I’m not exactly sure what you mean. You would want to have the Pictures in 3D space with the camera and nulls though.

Use layers of parented nulls to isolate each kind of movement.
So first create a null and call it “dolly” so that you know it is just doing the main move. Only worry about it’s position, ignore rotation.
When you like that, create a second null and parent it to the first. On this null just animate any up/down movement you want.
Create a third, parent it to the second. Now just do pans, etc..
Name each layer. Then finally at the end, parent the camera to the last in the chain. So then when you want to modify the pan you are only dealing with one rotation value on one null.
This method makes things way more smooth, and controllable, especially when adding layers of movement. I also create a null I call “shake” that just does a small vibration to add a handheld feel.

I would try this:
Go to Pete’s site and download his free plug-in set:
Then use the plug-in called smear. It will let you define a point in the image where the pixels will smear out to the edge.
Now use a handful of layers of the smear effect in appropriate angles using simple masked shapes to define where they show and to animate.

I would not light your person as a sihlouette if you want it to be closer to the original spot. There is detail in the person that would just be mush if you didn’t light them. Use a color key BG. After you key them out, then pull all the color out of the person and crush down the levels so that they are almost black, but be conservative with the gammas to retain the detail in brighter area of their clothes you want to show.
As far as the ipod and earbuds, they roto’d it all by hand.
