I think I may have confused you however. To clarify, what I would like to do is have the “FCC Warning” play before the actual DVD menu comes up (instead of it coming up right before the FCP sequence and after you press “Play movie”).
Once you insert the DVD into the player, the very first thing that should pop up is the “FCC Warning” and then the main menu should come up with the “Play Movie” button in it.

Correction:
It’s only when I mark an OUT point that I get marked 1 frame ahead the playhead.
When I mark IN or add markers, it’s on point. It’s just when I mark an OUT when this happens.

I went ahead and tried to install FCP 6.0.6 onto 10.4.11 and… IT WORKED!
I think some of the Apple pages that are out there are making the mistake of only saying that OS X 10.5.6 is required for FCP 6.0.6 to work and leaving out that 10.4.11 works as well (which is stated in the “software update” description.
