I wouldn’t expect it to run well at those specs.
running media from the system drive is never a good idea and isn’t helping you.
You need to upgrade to a much faster system.
Premiere runs best on newer hardware and a CUDA supported video card.

what camera is it?
I have an NXCAM and 2 handycams.
both record .mts and both work fine in 5.5 and 6.

I made 2 or 3 DVD’s with DVD@cess and it was highly inconsistent
from system to system as Eric mentions.The workaround I’ve used since, is to create a menu screen to access “other info etc…”
There you would let whomever is watching know that .pdf .doc or web
addresses are on the disc and navigate to a folder of said content
to get it. -
I have the Quadro 4000 and I have to say I couldn’t work without it.
It really speeds things up for me.Any reason you’re not getting the 4000?
It would appear the 4800 has half the cuda cores but costs more.
Plus its a double height (2-slot card) Do you have 2 slots free?
the 4000 is only single slot.

Encore is not that complicated, but Toast is the most
simple way to do it. -
adobe update now shows SpeedGrade 6.01
might try that update and see what happens.
