I found where the frame controls are. Do you just put it on Automatic, or is there a specific custom way to do it? I don’t see anywhere to toggle it on and off.

If you go to google and type in “final cut pro telephone filter” (without the quotations), it will bring up a few websites that have different ways to EQ it. This is one website I used to do the same thing and it worked pretty well:
