Using final Cut what is the best way to get the telephone sound of people talking on the other end of the phone, that tingy sound you hear on movies.

EQ the audio. Strip away most of the low end and boost around 5K.

If you go to google and type in “final cut pro telephone filter” (without the quotations), it will bring up a few websites that have different ways to EQ it. This is one website I used to do the same thing and it worked pretty well:
