Looks like it. Seems to be just the text and a moving/intensity changing light (lights maybe)

what are you using as a setup now?

Set it up and save it as new.c4d/template.c4d in the program’s root folder (check Initialization Files in the manual)

Disappearing while resizing is normal I think. Everything is probably turned off to make the resize smooth. No matter how fast your machine is there is always a way to get it to crawl and make the resize process a pain (particularly with 4 windows being resized) if the objects did not disappear.
If there is a preference for this I don’t think it’s in the Viewport settings. Maybe wiser heads know more. -
You can take the image on the extruded circle and put it into the Reflection or Environment channel of the column’s glass4 material
