Use the beam effect (with inside and outside colors set to the same value), set the starting point to the text and the ending point to the null with an expression by alt/option click on the ending point stopwatch and pick whip the end poit to the null’s position.

Cinema 4D is very good and available in several flavors depending on your needs. The Mograph plugins are terrific for broadcast.
You might even look at the free Blender which is also very capable and the price can’t be beat.

1) Turn them into roving keyframes by selecting the entire range of keyframes you want to affect and choosing Keyframe Interpolation from the Animation menu. When keyframes are set to “rove” moving either of the outer keyframes moves them proportionally in time.
2) Select the keyframes and hold down Alt/Option as you drag the outer one, the first keyframe in the selected group stays in position, the middle ones move proportionally.

I assume you’re using the Turbulent Noise effect (or Fractal Noise) and setting keyframes for Evolution.
This works for me: Keyframe evolution then add the following expression to it:
slow = value / 10; // use the factor you want here
slow

Its hard to tell from the source video but these don’t look like particles to me (i.e. generated with a particle effect like Particular or CC Particle World).
It looks like a simple linear wipe applied to a graphic composed of braille-like shapes.

If you can understand French there’s a great tutorial here, but even if you can’t there is a pre-built CS3 project file you can just put your own footage in.

If the actor is not moving in the shot (or the camera is not moving) this should be fairly easy to do with a mask and a blurred stroke.
Draw a mask around the shape of the frozen actor slightly larger and following the contours of the actor’s body. Apply a the stroke effect and then a blur, composite with an overlay or add mode depending on the look you want.
If the camera moves in the shot or then you’ll need to animate the mask path.

Make a new Comp and drop this Comp into it then add your glow and shadow.

Do you mean using a TV set or a picture frame as a “frame” for your video? If so this can be done with track mattes or masks.
