particle effects in Cisco commercial?

Has any of you watched this commercial? I’ve tried to figure out how the particles at the end of it are created and animated? They kind of float left to right and then form into a braille-like pattern. How do you think it is done? Is there an easy way to do it?
It looks to be done in After Effects, but I don’t really know since I’m quite a newbie in AE. Any advice will be appreciated. Thanks.

Its hard to tell from the source video but these don’t look like particles to me (i.e. generated with a particle effect like Particular or CC Particle World).
It looks like a simple linear wipe applied to a graphic composed of braille-like shapes.
