[Robert Kornstein] “The Illustrator file is meant to scroll seamlessly, but both Offset and Motion Tile leave a small seam where the repetition happens.”
Depending on your specific needs, perhaps the easiest solution is to redo the original artwork to make it match at the left and right edges of the frame. That way when the image is offset the seam won’t be visible.

Layer visibility is off. Note the eyeball icon to the left of the Timeline.

Its not clear to me what’s happening. Could you post a screen shot of your timeline and comp panels?

I agree, very high frame rate – well over 120fps, perhaps some achieved in post using Twixtor or similar.
There is motion in the clothing and the woman on the bicycle is pedalling, the hair barely moves.
Either high frame rate or an array of still cameras like the bullet-time effect.

[Micheal Bemma] “Out putting to quicktime : cinepak (I think it’s called) 100 quality”
I hope you mean Cineon, cinepak is one of the oldest and most lossy of all codecs.
Typical workflow would be to output an uncompressed format (e.g. Animation) and then compress using Adobe Media Encoder or similar software.

The default render order for raster layers and Collapse Transformations necessitated the layers in the nested comp have their 3D switch enabled for the camera to ‘see’ them when the Transformations are Collapsed.

When you RAM preview the composition do the images display as expected? Are you adding the correct composition to the Render Queue?

Here is the revised project file:

[Max Baxter] “I’m trying to figure out how you got it to transform to being the man but I have no idea, please could you expand how you did this please?”
Its a mask path on a solid layer. The mask path is keyframed.
Here’s a technique using still images:
