I wonder if that’s the common problem.Have you called Adobe, I’ve found them to be quite helpful in a couple of instances.

I’ve been running Win 7 and won’t update because of all of the Win 10 issues I hear about.

One quick note on your User. Go to where your User is saved and Zip it for safety reasons.
When you want to detach Avid from a User you must move it to the trash and empty it because it can and will in many cases link to it even if you move it somewhere else. That’s why I suggest zipping it first, I’ve trashed a User in the past without a backup and Avid wouldn’t start up until I grabbed a User from another system.
Try this Utility it’s helped me in the past.
I will say that it trashes everything so you may find yourself reseting a lot of your User Settings. I can’t be held responsible for what it does though.https://www.digitalrebellion.com/prefman/

Either way quit Avid first and then navigate to your Avid MediaFiles/MXF folder. In there you will see at least one numbered folder and in each numbered folder there will be two files named msmFMID.pmr and msmMMOB.mdb. Delete these files and then start Avid up again, if there’s a lot of media it may take Avid a bit of time to rebuild those Databases.
This may not help but I’ve suggested it because the Databases PC’s build are not completely compatible with the Mac Version of Avid and Vice Versa. I’ve fixed many issues by deleting these and letting Avid rebuild them in the past including playback issues like you are having.
If they are AMA Linked then make sure you have the correct AMA Plugin Version installed on your system.

Since you mention DVD’s there frame size is 720×486 and not 720×480.
We can thank Sony for that stupid 720×480 frame size when they introduced the DV tape Format. Oh yeah and at that time SD was Upper Field and Sony decided they’d make DV Lower Field so Dissolves always looked like Crap. Man gotta love non standardization.

Is this so called silence very noisey, is that why.If so this is really a manual process where you drop the clip into a Premiere Timeline and cut the silent sections out.

Ok, both your Sequence and Export Settings must be set to Square Pixels (1.0).
1920×1080 is and has always been Square Pixels.
D1/DV NTSC (0.9091) is specific to only 720×480 SD DV Video and not 720×486, 720×540 SD or 1920×1080 HD.

If this new Mac is running EL Capitan or Sierra I’m amazed that you were even able to install both FCP-6 and CS-5.5.
Answers to your points.
1- It’s likely not possible. CUDA is for Nvidia GPU’s and OpenCL is for AMD GPU’s although Nvidia GPU’s can use OpenCL. OpenCL is built in and CUDA must be install separately (see point 2). You may be able to hack CS-5.5 but it may be incredibly unstable.
2- Use Resolve at least it’s not 10+ years old. Once again choose OpenCL because your system has an AMD GPU even though it does install the CUDA Drivers.
3- The whole GPU thing is about a few things. When using newer codecs that are highly compressed like say 100mbit/s Sony 4K or RED Media you need all the help you can get for rendering and playback. Since a GPU is made specifically to process video it’s far more efficient at doing the same things at the same clock speed of a CPU. The number of simultaneous lanes/threads that a GPU can process video at can be a couple of hundred times more than a CPU’s. GPU’s also allow certain types of noise reduction and other features specific to video that CPU’s don’t. More RAM is better no matter where it is, of course how much GPU RAM that’s used will be dependant on the Application your running. Premiere uses very little RAM because it’s just using it for Caching. It may however be using more than you think and you can get a general idea of what it’s actually using in Activity Monitor.
Lastly, you have 4 Cores but because of Intels Hyper Threading you have 8 Threads and not 8 Cores.
