And does adding the RATING “key” as part of the program also require that you encode that info in the video so the V-Chip on sets will be “cued?”
I don’t know if the program needs to be encoded or if the station playing it is responsible for that.

Do you still see the ‘fiddle’ after you RENDER the dissolve?
If so, try Trashing the FCP Peferences.

DV and DVCAM are identical (in quality) formats.
The only practical difference is that the tape is pulled past the heads faster in DVCAM.
It can mean that the space between the “head-swipes” (tracking) is wider and easier for decks with misaligned heads to read.

The resolution “problems” are not the fault of FCP (3 or 4) but that of the codec and video interlace.Are you editing in DV?
If so, that can result in very poor rez and artifacts in the fine details.If you are ROLLING the titles, you simply WILL have problems with flickering unless you are rolling at an exact match with (or multiple of) the interlace (TV lines).
If you are positioning the titles, you must make SURE they have a vertical position of an EVEN, WHOLE NUMBER in the Motion Tab.
If you have too small a size font and/or one that has fine details, it will flicker.
Try adding a bit of Gaussian Blur to the title clip to smooth it. -
Color Corrector 3 Way.
Adjust the Whites level slider and the Mids level slider, each to the left a small amount.
Adjujst to taste and render.
