Not really.
If you are unsure about 25i, don’t shoot it.
You could shoot 25p, or 24p, 23.976 and 50p
All can be used to make good quality 25, although at some speed changes.
50p can be used to go to 25i, as well as (half frame, slowed down, added pulldown) to 29.97.
(And it makes for nice slomo if needed.)But if the specs say 25i, and you don’t have problems with that, just shoot 25i or 50p.

Why?
One reason for having black before / after is to make butt-edits so there is black between the commercials.
No way you ever see two seconds of black between them, two frames makes totally sense.I would guess it’s a frame, but that is just a guess.

The “00:00:00:00 is a frame too” makes it easy.
But now to add to the confusion, the OUTPOINT is at 15 round, on ‘some’ systems.
In the old (lineair bay) days, and outpoint meant ‘up to’, NOT ‘up and including’.
So for some forms of notation, you should write down ‘TC out’ as 00:00:15:00 where that frame actually is not there.
(This is why some forms say ‘last image’ instead of’ TC out’)
